Leonard said he didn't "get a real clear answer in terms of what their plans are." Nick Leonard, Otter Tail County's director of tourism and economic development, said he and the county auditor and assessor have met with Stevens and Bill Schultz, who is listed online as the vice president of Madison Hospitality Group, which owns Thumper Pond. Ottertail City Clerk and Treasurer Elaine Hanson said no building permit has been sought as of last week to rebuild or replace the water park. "I don't know what their investors or management" are thinking. There really isn't a lot of information to give at this point," Rosenthal said. "We haven't been privy to any of their planning. She said the city has not been approached for aid, such as tax increment financing, for the project. Heather Rosenthal, Ottertail's deputy mayor, has heard little about Thumper Pond's plans.
